Search for "cloud stencils" on the internet. You should find several options available in different sizes, including websites that offer free cloud stencils that you can download and print out yourself.

That is what I did,  I got poster board at the dollar store and cut my own templates

Years ago my friend had a set. I traced them onto very thin hard board and they better than paper.

Try looking up clouds that you like, print them and make your own templates.

I had a set of the original cloud stencils.  After using them a few times with my daughter, I decided to use some Blue Masking Tape to tape them to 4 foot scraps of thin wood, roughly 1" x 1/2" x 48 " long.   It made them "more rigid" and much easier to hold in place during the spray paint process.  So if you decide to print out your own, or free hand cut them out of poster board, or card stock with a sharp knife, I'd recommend attaching them to sticks, even some wood dowels 3/8" diameter might work just fine.

Or paint a background and use some sponges (not flat ones but fluffy) and cut them into different shapes. Than practice dabbing in white paint and practice. Works great!
