night time skyscraper back ground lighting

How does one simulate lights in a distant background skyscraper flat in n night scene? Or stars in the night sky?

One technique is to use ultraviolet paint and a couple of UV floodlights. Now that UV LEDs are available, this is cheap and easy. Paint a few windows, streetlights, etc on the backdrop. Don't overdo it or you will end up with your layout looking like a discotheque.
