Kinda depends on how big you perceive the characters to be, doesn't it? Is Pluto the size of Jack the German Shepherd or about the size of a duck? And how big is Donald? Mickey? An O scale mouse would be truly tiny.

Lego has recently come out with Disney characters that are close to o gauge. You may have to but a full set to get them.

Check for ‘Disney Parks Collector Packs’ on eBay. These are blind packs sold in the parks and people will sell them individually or in groups online. They can vary slightly in size from one to another but many could pass for O scale on a layout.

I use the "Disney Parks Collector Packs". They do vary in size. Here are samples from last years layout.

The Firemen and mailman in the photos are MTH and Lionel. I can't recall the brand of the Men and the sitting woman on the platforms.

There are some others as well. Just check Ebay for Disney Nano Metalfigs. Not sure what characters you're interested in, but you'll get the idea.
