Arttista has fish,frogs,snakes and turtles.
We have some fish from our dollhouse miniature line, they may not be true o scale but you could get by with them as a bigger fish.

I made them years ago for my HO pond using HOT GLUE.
I struck out on a modern supplier, but I fished ultralights and have 2 or 3 micro fishing lures in rubber that are only 1/8-5/16", formed around a sub 0 hook, easily snipped off. Great detail!
There are/were also some of metal, also formed on a hook, but 3/8-1/2".
You might try a jeweler; charms for charm bracelets, tie tacks, studs, earrings, "a broach, a pterodactyl"
isn't it more of visual effect when looking into the water? I can't recall what someone used after the first pour. Slivers of something in the middle pour(s) of water material.
One only sees the top and little side. 30° perhaps of something an 1/8" long. painted rice? small seeds? soup pasta -orzo?
You can also use pieces of aluminum foil. Cut the shapes and put between pours of your favorite water medium. You can also color the fish if you wish.
