I'm going to use Woodland Scenics track-bed over plywood for my new layout. I understand how to glue the track-bed to the plywood, but how do I attach the O27 track to the track-bed.

I use small black srcews from gargraves, works with atlas, lionel fast track, Mth realtrack and gargraves track not sure about old style tube track.

As mentioned, screwing the track to the plywood would be easiest. Be cautious of two things: First, the screws would transfer vibration to the plywood, so I would use at most two screws, one at each end. You could get away with using one screw in the middle of each track section as tubular track stays connected. Second, if you do screw the track down, don't over tighten the screw which would compress the foam.
I do homosote over plywood and Woodland Scenics over the homosote. The track screws I use don't puncture to the plywood and homosote has enough "grip" to hold Atlas flex track in place without any issues.
Agree with ChessieFan72...I had problems when I first attached my PW O hollow track. To many screws and to tight actually created more problems. Now I just use one at each end and keep them just a quarter turn from full on. NO more problems.
An assortment of small screws. Second from the bottom is an Atlas track screw. Next black screw, (6) from the bottom, is a #4 X 3/4" flat head screw used with Gargaves track. (7) from bottom is a pan head screw used with DZ switches. Top screw is a #6 X 1" drywall screw that has been cut.
