I have a simple setup and want to be able to operate my command switches via a tablet. The guy at Lionel is confusing the heck out of me because he is telling me that I need a wifi module and an asc 2, but when I look at the manual for the asc 2 it says to not wire the switches to the asc2 controller so if that is the case then what is it for? any insight on how to do this?

If you have the fastback remote/command switches, you don't need ASC/SCM/etc b/c the switches have the TMCC/Legacy electronics built in. You just need a legacy system + the LCS wifi module with the power/connector cable to connect it to the Legacy base
You need the WiFi module in order for the tablet to communicate with your command system. The ASC is not needed IF your switches are command-enabled -- for O36 Fastrack RH this is 6-81946. If they are not command-enabled (for O36 Fastrack RH this is 6-12046) then they must be wired to a device that can electrically switch them. The ASC is that device.

OK so then is it through the LCS App that talks to the command switch via the wifi module? I guess I am trying to figure out how to program the switch to work through the tablet.

Once the switches can be controlled from the legacy remote, they're ready to be controlled by the app via WiFi as well. The app + wifi module just supplies commands to the base (which broadcasts to your locos, switches, etc) instead of the legacy remote.

This might help you better understand how the whole Legacy, Wifi, LCS, etc. system works:
