Yes it is. Is it an old say, clockwork train? What motivates it?
A friend of my son sent the photos without any additional information. What he really wants to know is the value, but knowing what it is seems like a good starting point.
Well, I think it's pretty safe to say it is of foreign manufacture. There were so many small companies out there.

I'm away from my reference materials, but it might be an early KBN (Karl Bub Nuremberg) clockwork loco made for the American market. The heavy crosshead guide reminds me of Bub but I could be wrong. Sometimes the boiler front has a manufacturer's emblem. As for value, it's probably not going to be worth more than a few hundred dollars.
Kirk, I can't find that exact model, but this one has the exact same boiler, with embossing on the side, boiler bands, handrails, stack, bell, dome, and whistle on the cab, all the identical parts and in the same configuration. Marklin spur O, model AD1020. Other Marklin models had the two-window cab and valve gear like your friend's train.
Given the similarities of the boiler configuration, I'd say the loco in your pictures may well be made by Marklin.

It is definitely a Märklin AD1020, slightly later than the red cab version Hojack posted.
I am not at home, so I do not have my reference material to give you an idea of value, but it is a better gauge 0 locomotive. Does your friend have the tender?
