When going down the track I can blow the whistle anywhere with my 2-8-8-4 and with my 4-8-4 if I try that some places the whistle will stay on and other it is normal on and off. What gives. thanks for an answer.

Are you in command mode? One Tiu? Old version? Are your track joints solid?
I'm thinking it's a question of signal strength and or reflections of the messages to and from the engine. I've run into this at times and when I straightened out my layout's wiring for signal, problems went away. Some engines are weaker for some reason. Poor power pickup, dirty wheels, etc. I'll use my weakest engines to check, making the layout strongest.
