This requires a latching relay.  Azatrax makes this one with very complete instructions for different applications.  Here is the application with stall motor switch machines.

Here they are using separate SPST pushbuttons for each turnout direction.  You would use a second pair of SPST pushbuttons wired in parallel to the first set.  Alternatively, you could use a SPDT momentary contact switch in each location.

The Azatrax board is heavy duty and overkill for this application.  Bare relays are available on aliexpress for a couple dollars, but no instructions and you have to look up the pinouts.

I thought about it some more and you can do it with 2 DPDT switches wired as reversing switches (with each corner post connected together) in series.  

Wire each switch with a crisscross, ie. opposite corner terminals of a switch connected together.
Connect power to the 2 middle terminals of SW1.
Connect 1 pair of end terminals from SW1 to the 2 middle terminals of SW2.  
Connect the motor to 1 pair of end terminals of SW2

The only negative of doing this is that the switch position will not necessarily reflect the turnout position, but that can be done with LED lights if needed.  This is certainly an easier and cheaper solution than the relay.
