My local train club has both Legacy and DCS engines. I believe our DCS system's software is 4.20, but possibly later; however, I know it's not v.5.00. We operate the Legacy engines via a TMCC base connected to the TIU. Whenever I operate either of our Legacy diesels on DCS, the rev levels do not increase as engine speed does, but when operated on the TMCC remote, rev levels do increase.  When an attempt is made to change sound settings on the Legacy engines via the DCS handheld, an error message is displayed. When operating a TMCC engine, however, such as a K-Line A5s, the chuffs do increase with the speed. 

Can a DCS software upgrade fix this problem? Or does it require upgrading to the Legacy system instead of TMCC?

Until you can determine if the situation occurs using the latest DCS 5.0 software, don't think you're going to get much assistance in resolving your problem.

All that I can offer is that, when I operate my only Legacy engine, a Lionmaster Challenger, via the DCS Remote with DCS 5.0, it works fine and the chuff rate increases with speed. My TIU is connected to a Legacy Command Base.

This is a known issue.  Apparently, the commands to the Legacy or TMCC base from the DCS TMCC emulation isn't exactly the same as the TMCC or Legacy remote issue.  This was discussed some time back and the Lionel folks chimed in and explained the issue.  I believe Rudy (forum name Railsounds) explained it as I recall.

Chuffs are a totally different issue than the diesel prime mover ramping as chuffs are discretely triggered, that's why Barry's lone example doesn't illustrate your issue.
