Painted styrofoam is not going to be as strong, and may look very pitted depending on the foam finish.
But if you want to paint it REMEMBER: Acrylic paints only!!!
Plaster cloth, Sculptamold, or Woodland Scenic's Flex Paste ...(http://woodlandscenics.woodlan....com/show/item/c1205
are ways to prepare a foam base...open- or closed-cell...for painting or further scenery work.

Our whole layout is covered in pink foam, some area's have multiply layers of foam. Some of our area was covered bu sculptamold but most of it was shaped with a hack saw blade and the claws on a hammer, then just painted a flat opps paint from a box store. After the paint has dried we applied our ballest and or grasses with glue over the painted area's. No problems yet. Nick
THANK YOU FOR YOUR HELP ILL TRY JUST PAINTING SINCE THERE REALLY WONT BE ANY WEIGHT TO IT
As noted above you want water based paint and in my case I peel off the poly skin where I plan to apply paint.
Although as a general rule it is important to use water based paint with foam materials, it is worth noting that deliberately using paints with solvent can be be valuable in producing certain effects. A light dusting of such paint can impart a nice soft "old, weathered" look to simulated stone or concrete:
The concrete caps of the below wall (but not the cut stones) were treated in this way:

Nice brick in-fill under the concrete in photo 2. You are right I lightly spray with either silver or gold acetone spray paint (at a 20" distance) to get a slight reflective quality to the painted Styrofoam.
