I have a styrofoam mountain/tunnel.  The first coat of paint I put on was an acrylic brown paint, applied with a 3" foam brush.  Now, I'm a little confused as to what I should do next.  I think I should use acrylic gray paint to highlight rocky outcroppings, and at the top of the mountain.  Then, I think I should either use some acrylic forest green for a grassy effect on the lower and middle parts of the mountain.  After that, should I use some kind of finishing spray, or a spray cement so that I can sprinkle a kind of lichen and then affix bushes, shrubs and trees?  I'm new to this and I'd appreciate some kindly advice.

Paul,

You want to use a combination of dilute acrylic washes and dry-brushing.   A quick web search will reveal many good tutorials on this technique.   Most of them assume that the mountain is plaster, but more-or-less the same techniques work on foam.  Here are a few random examples:
