I would like to install some panel mounted volt and amp meters. Looking for AC 0 to 20 volts and 0 to 20 amps. Cannot find any in my local area, Syracuse, NY. Looking for recommendations as to good source and good quality.

Are you operating at 18 VAC and 10 AAC per transformer railpower output? If so you might want to consider 15 AAC amp meters so an engine drawing 1.5 to 2 amps or less shows up on the meter scale. On a 0-20 amp analog meter scale you will not see much reveal. Anyway, I have some Shurite analog meters left from back in the early days of the Forum when i imported and sold them. If I can find them I will give you some. How many power districts does your layout have?
The photo below shows the rear and wiring of a of a 3 power district layout's panel (demolished in 2009). The 3 colors are the Hot wires for the 3 districts and white is Common. Top row are volt meters, bottom are ammeters. Voltmeters are wired across the line and ammeters are wired inline. The ammeters require heavier gauge wire since the full load goes through them. In this case each pair of meters is monitoring the load on an 18 volt, 10 amp Power House transformer supplying railpower to a district.

I have 3 pairs of better quality Shurite Meters that you can have for my shipping cost if interested. These meters fit your18VAC/10 AAC capacity very well:
Voltmeters: Shurite 8412Z ,0-025 Volt scale. Ammeters: 8508Z, 0-15 Amp scale.
If you want to match meters for your 4th power district, Allied Electronics has the #8608Z ammeter for about $24-25. However they no longer show the #8412Z Voltmeter in stock. You can try Ebay. i did'nt find any cost-compatible 0-25 Voltmeters on the other Electronics houses--Newark,Mouser, Digikey, etc.
Light Object, Inc is a low cost house and has meters in the $10 price range but will show a different face on your panel. In your search be sure you are viewing VAC meters--many VDC are displayed. Most all panel meters require a 2" hole saw for mounting--and a pilot bit helps.
My little attic layout is dormant but it has the same PoHo power as yours--photo below. The meters on it are DER 670 units I used to import from New Zealand and sell (way back in the day}. They were assembled in Taiwan from Japanese components and distributed by Carrel and Carrel in NZ. The Green meter on the right is DC for my Tortoise motor circuit.
