Toy train "smoke" is a fog effect.  It does replicate steam.  

 

The gray and black material in real locomotive smoke is a by product if incomplete combustion. AKA this is ash and particulate matter.  

 

Since toy train smoke is just vaporized oil, water or glycol/glycerine (based on the particular smoke unit) it will always appear "white".  It is scattering the ambient light the way a cloud does.  You can use lighting effects to make the smoke appear darker much the way clouds change from bright white to darker gray depending on where the light is coming from (aka front/back/side light).
