Plastruct sells just about anything you could need for this.
Walthers has a great package in HO scale, but depending on your needs, work quite well for O scale as well.

My local convienience store has all the free piping I'll ever need.....coffee stirrers. Some times they're black & other times they're white or clear. Point is they're free (well almost, at least buy a cup of coffee) and make great loads for flat cars and flat bed trucks. BTW don't pass on flat wooden stirrers.
Plastruct has all you need and you can purchase in single quantities so you only have to buy what you need. Last time I checked they did have a minimum order for ordering direct so I just give a list to my LHS and they order them for me! (plus no shipping charges!)

Other refineries I have seen on OGRR are WAY too much refinery for my layout.
There is a product called Strawz Construct (Amazon) that could also be used for some applications. It is meant for kids to make their own odd shaped straws via the use of couplers,elbows and such.
I have no idea how it would price compare to Plastruct. I just thought it could be useful as well.

I've also used pieces of heat shrink tubing "shrunk" to small connector pieces of solid wire or small wood dowels.....or heavier guage solid covered wired bent to the shapes I needed and painted appropriately.....I also have used the plastruct pipes, straws, HDPE conduit, PVC tubing, plastic tubing meant for water feeds to refrigerators...
