Can a power supply (180w Lionel Brick) be wired to a section of track and not tied to a TIU?

Sure. Here is how Lionel suggests you do it.

If you are running DCS equipment, the TIU must be connected in passive mode.

The other caveat is that the direct connect lockons have been known to interfere with the DCS signal... but it should work OK in passive mode where the DCS signal circumvents the Direct Connect lockon... mileage may vary.

Otherwise, the connection can be made w/o the Direct Connect lockon(but with appropriate circuit protection) and DCS in passive mode.
