Well, if you're talking about the original TMCC Powermaster, the remote communicates directly to it, not through the command base. How about specifying exactly what you have, including product numbers.

You will have to show exactly what you are working with here... but especially a picture of what you are powering your Command Base with. This is critical.

The old powermasters don't even know the command base exists, that's part of my confusion here.
the command base is not powered by anything it is pluged into a 110 outlet the track gets its power threw the powermaster old style they get power from a 160 watt brick transformer when you turn btg red dial the red light use to come on and that would ratse or lower power to track now track power stays at 1 speed no red light comes on red light i believe tells you powermaster is sending power to track

Yes, that's what we need the picture of - what do you plug into the 110? Show a detailed photo of the plug side of whatever it is.

It appears he may be using them as block power controllers. I'm betting the base is non-responsive anyway due to a non-factory power supply.
Well, I'll wait until the fog clears to further comment, with the minimal information, I have no idea what is going on.
gunrunnerjohn and adcxrob part number 12866 is the power supply supplyins 128687 which is the powermaster 2 wires from that goes to track 12911 is base which plugs into a 110 wall outlet 1 wire from that goes to outside rail on each loop when you start any loop with by turning big red dial on remote red light will flash on both powermaster and base that light in not flashing so no signal is being sent to track thank you all green lights on powermasters and base are on so they are geting power thank you
The connection from your Base #12911 to your 110 wall outlet has specific requirements. That's why the others have been asking for a picture of what you are actually using. Please furnish it so they can be more helpful.

Check the other end of the box that this PM-1 came in. They were misprinted on one end, the right catalog number 12867 appears on the other end.
-If you are running TMCC command only, the 12867 is not needed but is optional, and handy, to provide power from the 12866 12866 PH-1 PowerHouse bricks. For command operation, the switch on the side should be set to "CMD".
-If you are running conventional only, the 12911 is not needed and the switch on the side of 12867 should be set to "CONV". The 12867 PM-1 PowerMaster(s) must be programmed to a track number following the procedure in the manual HERE , using the "PROG/RUN" switch.
thank you all i do not know how to send in a photo also i am running sometimes command other times conv the command base came with its own 3 prong plug which i have always had it pluged into a separate wall plug the other end plugs into the base i have been using this setup for over 10 years i know to set switches on powermasters to either comm. or conv. i know to press on cab1 tr-1 thenboost then set while switch is set to program then move switch to run with or without command base red lights on powermasters do not light which would tell me they have received a signal i cannot get red lights to come on on all three powermasters maybe car1 is bad it has new batteries thank you all for trying to help

Can you hear the keypad tones while operating the CAB-1? This will confirm that the remote is powering up. If so, you may want to be sure the crystal is seated firmly in the socket... it may have jostled loose or the pins have a light coating of corrosion on them. Realize that these are coming up on 30 years old for the first versions(I have one) this year.
rob not at layout now will not be for a few days so i cannot check remote right now i will check that later in the week when i am there just did not want you to think i am avoiding you THANK ALL OF YOU i will let you know about remote
Covid's over, lets road trip to this guys house, diagnose and fix it, then watch NFL playoffs and drink beer.

I’m so glad tractor bill was able to get his problem resolved, and it is indeed unfortunate that he doesn’t know how to provide either a photo or any punctuation, as both would have been helpful in this instance. 😉
Now enjoy running your trains Bill!
