problem with lionel 6-37003 jet snow blower

I have a problem with a lionel 6-37003 jet snow blower. I was told by hennings trains that when you turn the unit on the fan motor for the smoke unit should not run until the unit starts rolling on the track. the smoke unit is erratic it will smoke on and off but not constantly and the fan motor comes on and off also when unit is rolling on track. also the fan motor coming on right away when you apply power to the unit when it is not rolling. what is wrong with this unit. is the regulator bad for the smoke unit and fan motor? I have a generac fan regulator can this be installed in place of the current regulator.
