Without seeing the video, Lionel did produce a Trolley Announcement Track 6-84373 that did this. Perhaps they were using it?
There are a few options, Pocono mountain ( out of business) made an auto reverse board with a programmable stop built into the logic. These show up on the auction site periodically. I think z stuff also makes one. The folks here with more proficiency with things electric could probably describe a set up you can cobble together.
