I would not take windings out.  If you want better performance at lower track voltage settings, add some series diode pairs to the motor leads.  This increases the voltage to the smoke unit at a given speed as it reduces the voltage to the motor.

 

Taking windings off the smoke unit element will make it run hotter, and it'll also likely burn out much quicker.
