QSI Power Guard

I came across a QSI Power Guard. Can someone please tell me what I would use it for....or better yet is it something still applicable in the hobby today? It appears to be some kind of "surge protector". Is this similar in nature to a TVS diode? Any and all help, on how this device works or its purpose is welcome.

It was developed to basically protect MTH locomotives from power surges that scrambled early MTH QSI processor board equipped locomotives in the mid to late 1990's. The instructions pretty much covers everything. Pretty much obsolete now.
