Long time ago i was in the same boat. So i decide to make my own one using brass profiles and wire.

As shown in the post between ours - Andre can make anything from brass. He has made dozens of custom pieces for my layout - unique brass street lamps, water pumps, scaffolds, gas pumps, air pumps, etc - If you want a seriously one of a kind tow truck apparatus - that's your guy.
Look on the buy/sell forum.
It depends on the size. If you mean a small pickup, gas-station two truck like in a photo above I've seen numberous that look quite nice. If you mean a bigger Peterbilt or something, I agree, most look cheap although if you repaint and all I think they would be fine. Norscott, 1:50, might have something big like that for you in the $80 range, though,
