What is the whell arrangement?  If it is a 4-4-4-4, it is a PASSENGER engine.  A 15 car passenger train would be about right for the PRR.  In real life, the passenger duplexi  could really slip if the engineer was not careful.

 

If the wheel arangement is anything else, and it is a duplex, it is a freight engine.  A coal train is a possible load.

Flat and level it should be able to pull anything from seventy-five to a hundred cars. If diecast twenty-five to fourty is expected.

 

I don't pull anything much more then twent-five cars but I remember in one of the MTH ADD CD's back in the PS-1 days my son and I counted a hundred cars behind a Premier steam engine.

 

I think your customer is safe to go with sixteen diecast hoppers. Unless he loads them with concrete.
