Asking for a friend who packed away a few Railking engines, probably proto 1 version back in 2006 and has not used them since.

Questions are : Do those proto batteries leak like an alkaline could over a period of time? And are they still useable after that long period of non-useage in that they will hold a charge after being recharged? I know the best option to use a BCR as this is what I do but asking for someone who has not been in the hobby for almost 15 years. For all I know, he might just take them out of the box, place them on the track and power up the transformer not knowing what could occur.

It is rare that they leak like Alkaline.  I may have seen one or two.  They can gas out at the terminal and cause the battery wire to deteriorate.  I have never seen a board damaged.

As far as age, the 8.4V batteries had a life of about 4 to 5 years after initial use.  So I would recommend installing a new battery/bcr before use.  G
