Anybody know where I can find a source for pic/rom for a 2.5 railsounds J1e hudson?

Generally speaking, PICs and ROMs aren't available separately.

However, one option to consider is to purchase a complete RailSounds 3 or 4 audio board from Lionel with the PIC/ROM combination you desire (I think they're about $45), and then transplant both chips to the RailSounds 2.5 board. I've done this on several occasions, and it does work.
