The railing is obviously rusted all up really good,….the correct method for repair would be to remove the railings, restore the railings, clean up the body then re-install the railings, ….however, that’s a big PITA cause the railings are riveted on,….3M rubbing compound would clean up the rust stains quickly and leave a nice luster to the cleaned area,….if you don’t have access to that, ( it’s expensive) you can make up a compound paste from Ajax or Comet cleanser ……mix water and Ajax into a paste, and rub it on the stains to remove the rust, being careful not to get it all jammed up under the railings, if you do, you’ll have to rinse off the body shell and blow dry immediately to keep the rust from forming again and again,…once you’ve gotten the little area cleaned up of the stains, you can use a little automotive wax to restore the luster to area you’ve just cleaned,……it looks like that’s a white molded plastic body that’s not painted,….if that were a painted shell, do not attempt to clean that with Ajax or Comet, it’ll rub the paint right off,….and keep any cleansers or cleaners away from the blue lettering, it’ll remove that in a heartbeat,….
