Testors has re-made these colors in their Model Master line, your grimy black is on the list. I would think they should probably be available by now?
The Feb issue of the other magazine (MR that featured Rod Stewart's layout) had these colors listed and they are $3.69 MSRP for 1/2 oz. bottles.

I believe I also read somewhere that more colors were going to be added at a later time.
Tru Color paints supposedly is matching all of those "lost" railroad colors. They're at http://www.trucolorpaint.com
Unless you're trying to exact match an existing piece, you can add a few drops of white, or light grey to the engine black to make your own.
I've switched over to using True Color paints after years of using Poly Scale then Floquil. I did try the Microlux Paint line available from Micro Mark. Their Grimy Black seems like a good match and is water soluble. Paint sprays out of the bottle. I got decent results but still prefer to spray with enamels. I still keep them on the workbench as they seem to brush well for small jobs.
Shows as in stock Walthers 1/2 oz bottles, at the price we uses to pay for 1 oz. I recently used a good bit of ModelMaster Railroad tie brown in the 1/2 oz bottles, from Walthers, it seemed to work O.K. If you do a search on the Walthers site for Testors. Paints.
