I recently acquired a Right-of-Way Industries 400 watt transformer.  The B cab control is fine. Output is around 25v as measured with my multi-meter.  The A cab will put out about 15v measured at the terminals at the maximum rheostat setting.  Does anyone have any ideas about what the problem might be or how to troubleshoot this transformer. Or is there anyone that can service this transformer?

I would second that recommendation. As far as I am concerned, the Right-of-Way transformer was one of the best ever made. I believe a good many others would support that observation.
