Thats a Matchbox Major truck A little small for O but can be acceptable. This is probably the only Steam Era cement truck you will find. Thats a British model of an ERF COE I believe
They are listed as : Lesney MATCHBOX Diecast KING SIZE K-13 READY-MIX CEMENT. about 1:55 scale, really close though,

Interesting to see some 1:55 scale vehicles. 1:55 scale is used by some intrepid modeler's to model 3' gauge on 16.5 mm HO track. I have been cruising "O scale" vehicles on Ebay lately and see some of these Matchbox 1/55 ones and some euro brand occasionally show up. And here the 55ers all say their scale is scratch build only....
I was going to say that the only concrete mixers I THINK I have seen that were near the
right size were crude plastic toys. People are doing narrow gauge with HO track? And
I wish they'd make more O scale 3 foot stuff, including track, in the event I EVER GET
THAT FAR on the layout.

My layout is O scale with HO 16.5 mm track, which is 31.1" in O. In my layout's location the trees were small so they used more, smaller, ties.
One suggestion is find a Corgi Mack B, or L model remove whatever is on the back, and get a 1:50 'modern' mixer, take the modern mixer body and add it to the Corgi chassis. I did this recently with an Athearn Ford C chassis and a New Ray garbage truck body.
