Nothing here can touch the chassis.
With the E-unit in neutral, Connect power like this:
Swap the brush connections to reverse the motor.
I did. I belive the short is in the e unit.
I believe that your four finger board is in backwards. The fingers should be on the inside and the wires on the outside. Being in backwards could be throwing the fingers back far enough that they are touching the spacer bar, which would be a short.

Good eye David, I would agree. @traindork was the E-unit previously working or was it just rebuilt or replaced?
David. You are very right I did fix it. That is what I get for rebuilding a e unit tired. Lol. After I put it together right still did not work at all. I belive it is dead. I want to check it before I buy a new one. Any way you or someone else can tell me how to check it see if it works.
To check an e unit to see if it works, connect a light bulb to the yellow and blue wire. Then connect power for the bulb to the black and green wires. Use another power supply to cycle the e unit. The lamp should go on and then off as the e unit is cycled. When the lamp is off, the loco would be in neutral. When the lamp is on the loco would be going either forward or reverse.
I tested out the e unit. It does not work. So I will have to find a new one. Any ideas where I can order anything be?

If the solenoid is working, any E-unit can be repaired w/o replacing it.
I would like to keep it original as I can. Who sells the coil for it. That is my guess of what is wrong.
Do you have a multi-meter or ohm-meter that you can verify the e-unit coil continuity, that way you would be sure.
Agree try ohm meter on coil to verify 0-shorted. For parts I like Jeff the train tender. Don’t know if he just sells the coil. I probably have a unit in pieces with a good coil. Hit me up on email in my profile if you think you might need one.
Found the short. It was between my ears. Lol. I put power to the wrong side of the e unit😳 just button her back up she is running good now.
