I was in Michael's this evening. Looking at the Dept. 56 Christmas section, I saw a simple swing with Santa Claus. It appeared the movement took place by using opposing magnets, one mounted on the underside of the swing and the other out of sight below 'ground'. Fairly convincing for a simple project like a kid's tire swing, etc.

There are some Lionel ones that work that way...kid on tire swing, and large version of the playground.
The Lionel swing tree. One of my few animated accessories. Right side of picture. The base has been partially covered when installed on the layout. Seems to be durable, the grandkids have twisted and bent the swing several times. It keeps on working.
