I used two cycle and 4 cycle waybills and such as available from Micro Mark. JMRI is a good resource as well. I think there is a Opsig industry listing and you can generate your own.

 

Now specific software, I have tried some in the past and found myself spending more time feeding the software than simply writing on the waybills with pencil.

 

The Computer software will assume that everything on the layout is as it was since the "Previous session"

I use a software program called RailOp to generate switchlists for my operating sessions.  Support is so poor that I can't recommend it, however.  JMRI is free and I know some guys who are using it successfully.  If you decide to use car cards, you can get blanks from Micro Mark that you fill out by hand or there are sources like Albion Software (I think that's the name) that let you generate cards and waybills using your computer.  Prototypical operation with multiple operators makes the layout "come alive" and is lots of fun!
