First off, the forward voltage is largely determined by the color of the LED. If you want white or blue LED's, you won't find much at that voltage, they're all closer to 3V. For red, yellow, or green, they're down a bit lower, red the lowest voltage, and working up from there.
Forward voltage, directly proportional to the frequency of the light. So red at the lowest frequency, blue at the higher end as John said. Here is more, a table (scroll down) of forward voltages versus light color (frequency or c/wavelength). Color is also modified by a choice of phosphor colors or multiple color junctions in one LED (red, green, blue).
