Ah c'mon, it can't be that difficult. A couple of 3/16 pieces of basswood or balsa, some concrete craft paint and???
Some projects are so simple we often overlook the obvious. As dgauss noted, just use simple material and your imagination.

Roy if you dont want to mess about with materials, jigs etc please lookj at my web site www.westportmodelwork.com and under thee resin castings 'exterior' page you will find several kinds of outside stairs that would be suitable for your purposes.
Other good stuff also.

Foamboard, vinyl spackling, FolkArt Linen craft paint and an I/A wash.
I used blue extruded foam to make the steps for the Queen's Ramsford Palace. In a Dept 56 display done back 15 years ago. In this case I glued a bunch of 3/4" foam together and started carving on the hunk with razor knife and razor saw to shape the steps. Then I coated it with drywall compound and painted. The structure only had two steps and I raised it because the Queens Band Members were nearly as tall as the second story.

Thank you for adding the correction. My typing is not great.

Vulcan, they all turned out for the Queens return to the Palace in the Royal Coach[unfortunately a rainstorm had washed away the snow on her approach-real, a tree came thru my roof]. She had been to a grand opening of her former Chancellor of the Exchequers Bank--political feedback[steps]. Tower of London on the right.
