There was a company making sound boards with various industrial and barnyard sounds that advertised in the back of the magazines. I remember they could be battery operated or powered from the layout. I believe it was ITT or something like that. I don't see their advertisement any more. Does anyone know what happened to them?

Fantasoinics Scale Magic CD soundtracks?
I'd post a link, but I don't know whether they are a sponsor.
Didn't QSI make a lot of that stuff including Sound Box?

Broadway Limited has a stand alone sound system, a "weather machine" and more if I'm not mistaken.
You could also use engine boards alone in a "whistle shack" context. You would need to figure out a chuff or rpm solution but something like a low rpm can motor with a hall effect magnet on the shaft mounted in the shack might be all you need to do it. (or a voltage and or amp sensing array if you want to stay pure electronics)
QSI, OTT, and Roanoke.
Although outdated, I still love my custom built Roanoke Sound system. It was a pita to get as the co advertised custom sound for their system then try to reneg on the deal when the orders came in and overwhelmed the proprietor. It took over a year to get it.
The GN MAN got the one I was thinking of. Haven't seen any advertisements in awhile. I'l hit the web address GN Man provided and see if their still in business.
yes it's there!
