I'm trying to hook up two switches with this controller and oddly when I have the cover off it works perfectly but when I put the cover on, neither side of the controller trips the switch it's connected to.  It's the same cover that came with the switch too.

I've tried mainly times to reorient and re-position it without success.  It came with one screw to hold it on even though it looks like it could take one in the top and  one in the bottom    Lionel's exploded view diagram only shows one screw however.

I'm not sure what's going on here but I'm certain one of our experts knows the answer, thanks in advance for helping me out.

My guess is also the slots limit the throw and contact isn't being made. (or cover pinching c9rd?)

Bend the contact leaves so they touch ASAP and possibly the spring tabs if the levers have play when centered; it's a balance, but not hard. The contacts will likely bend into a looser state once the cover is on & levers get worked some.

Avoid twisting the length. The proper tool is a Allen wrench sized bar with a slot to slip over the leaf, align bar to length & bend. Not too hard to make a crude one.

I've been adjusting and readjusting as recommended but still no love.  Solder joints look good too and I even installed  a second screw to hold on the cover as designed.   I've learned one valuable  lesson however: don't take the cover off one of these controllers unless you absolutely have to because they're like plumbing, they never go back together the way they were before you take them apart LOL.
