I have a chance to obtain some # 1000L80 MOV units. Are these what I want to use for additional protection on my layout? If so, where do I want to install them? Hot to common, hot to ground, common to ground or some combination? Thanks!

Nope, you want something like this TVS Diode for proper protection.
Per John's suggestion, the TVS is the way to go.
It will clamp any voltage spike above it's rated operating voltage; 36 volts for this particular one.
There are several places they can be installed.
I like to put them across the output posts of each handle of each transformer; hot to common.
You can also put them from hot to common on each power distribution block.
A final line of defence is to add them from the pick up roller wire to the frame ground in each locomotive. I try to do this whenever I have an engine apart for service, if I remember.
If you are running DCS, the TIU already has a TVS installed for each channel, but you can never be too cautious when it comes to voltage spikes IMO.
