I want to connect second track to run on dcs. I have the TIU hooked up and one loop hooked to the fixed voltage. Do I just hook the second track to the other fixed voltage outlet. Looking at this picture...

You're right.
You're almost right. You'll need to put voltage into the input side if you expect to run with that second output. You can parallel TIU inputs, but do NOT try to parallel TIU outputs!
So I need to run second wire from transformer to TIU. So technically do the picture twice. Sorry I am still new and completely ignorant to wiring . Took me forever to get one track figured
Yes, just parallel the two wires on the input posts of the TIU and you'll power both outputs from the same transformer.

John, what happens to the TIU when the output post are paralleled? Will a fuse blow?
No fuses would typically go, but you'll be combining the two DCS signals on the different channels, that normally scrambles the DCS signal. I've seen them work at times and then not work with the outputs paralleled.
