Looks Like a O gauge Modelers homemade kit-bash loosely rendering an EMD Model 40? As Hot Water eluded, We need to see a bigger picture. BTW, the PRR did NOT have any EMD Model 40's that I am aware of. The EMD Model 40 was developed around the time of the GE 44 Tonner and it appears the PRR opted for the GE model.

My Lovely wife bought two motorized units at York, they were both kit bashed by someone, they were both tinplate cabooses with a two axle motor unit installed had two lights on both ends, very cleverly done. she got two for twenty. good deal ! A friend Jack Whitmeyer saw them on display on my wife's train shelves and traded her a very nice set of passenger cars one of the units. The little shark.

If they did, I've never seen pics of it anywhere. That said, the PRR had a lot of unusual stuff.

PS: The model looks like it is very well done, prototypical or not.
I did find this pic of a L.I.R.R. "shop switcher", I think this would be a good candidate;
Could be a loose model of an EMD 300HP 42-ton industrial switcher. Traveltown got one from McDonnel Douglas in good running condition. They repainted it in honor of Charlie Atkins, founder of the Traveltown exhibit.

The LIRR 320 was built on an old MU truck and was an electric with 3rd rail shoes. They had a couple like this over the years.
