Did Lionel or anybody make a track radius smaller than 027 for yards and such, or maybe for the trolley? Has anybody modified a curve section to be a tighter radius because the 027 was just a tad too broad for that spot you wanted to squeeze in one more business?

Super Streets/ EZ Streets were smaller radius if you're looking for trolley running. Can't help you if you're looking for yard track.
I asked this question about six months ago, and I believe the consensus was that nobody made a smaller radius, and that I would have to buy flex track and try to bend it into smaller radius. I too was trying to squeeze in a trolley.
Good to hear that somebody called Super Streets/EZ Street may have made some. I'll start looking.

OK, well I've looked at several EZ track pieces online. They look like the old slot-car tracks for running cars. And, the EZ street vehicles sold are all cars and trucks.
It doesn't appear to me that a regular Lionel O Gauge three-rail trolley will run on this track. Or am I wrong?

Lionel/MTH trolleys run on both curves of EZ track, 16 and 21 radius. MTH PCC cars run on 21.

Super Streets was the original K-Line product, thin, embedded rail down the middle, two rails with room for flanges on each side. Williams by Bachman picked up the line, renamed it EZ Streets. Plastic roadbed is a little darker than original Super Streets but otherwise interchangeable. While both K-Line and Bachman produced vehicles to run on the street trolleys will operate on either as CP Bob has stated. If the OP is looking for traditional looking track then I believe he willhave to bend flex track as Manny Rock has stated.
Another option for tight radius curves might be to use some of the 2 rail track from old Marx or Hafner clockwork sets and add a third rail, you would have to insulate it from the ties but it could be done and would be an interesting project. I used to have a fair amount of 2 rail clockwork track and I'm pretty sure some of it was tighter than o-27. You could also just disassemble it and use the rails and ties from scrap O-27 pieces and fab up new track sections, just a thought.
I thought someone (Marx?) made O-22 at one time.

You may want to try flex track.
I agree. If you only need to tighten up the curve a "tad", then I would buy a piece of flex track, and work with it. But, if you are thinking about 18 inches or so, I think that using flex track may not be feasible. It is not an "easy bend" product.
