Hi I am trouble with my connection to my command equipped locos. Hard to maintain a constant slow speed, engines tend to really slow down and sometimes speed up. Using older lionel track. Have tested the layout for voltage and often clean the track. Is it more communication with cab 1l or power inconsistencies in the track?

Slowing down and speeding up are typically track voltage issues. If you have a lighted passenger or other car, you can roll it around the track and see if there are areas where the lights dim or get brighter.
If so equipped, is Odyssey turned on in all your engines ?
no odyssey, all first gen tmcc locos. three or four on same layout. ill double check voltage
TMCC controls engine by means of air wave signals. DCS thru the rails. Maybe something is interfering with the signal. Metal bridges would do it.
