TMCC Action Recorder

Since, all LEgacy and TMCC engines will be running in TMCC mode when the Legacy base is hooked up to an MTH TIU, can the TMCC Action recorder be used in this set up?

Or will it require other TMCC hardware in addtion to the Legacy Base, TIU, and Action Recorder itself?
