It's pretty much up to your preference. It would depend on whether you want to landscape down into the tabletop, and kind of track you have. And why are you shouting at us?

I think the majority on here would recommend the homosote under the track. I would paint the foam earth color before putting anything on top of it.

Rather than go to the trouble of finding Homosote, then cutting it to the shape of all the tracks on your layout, why not simply purchase ready-made road-bed? Personally, I preferred, and used, the Vinyl road-bed from Hobby Innovations (Flexxbed, as I recall), as it came in 2 thickness (3/8" for main lines and 1/4" for sidings & yard tracks). There are also cork type road-beds which is also very easy to work with, just like the Vinyl product, i.e. simply glue the stuff down, and lay your track on top.
