No issues using an inspected/serviced Z. Just keep it below 18VAC and have adequate circuit protection and you should be fine.
Absolutely. Adequate circuit protection means fast-blow fuses or circuit breakers between your track and transformer(s). Most of the guys recommend 10 amps.

Been running all command locomotives (DCS and TMCC) with a Postwar ZW. I put 10 amp, fast blow, automotive ATO fuses between the ZW and TIU. No issues.
10 amp is the max value I would use. If you are running smaller trains/locomotives then 3, 5, or 7.5 amp fuses would be plenty.
