Which Atlas turntable is recommended for the S scale train, HO (9inch table) or O (24 inch table)?

IMHO only the O scale one would be practical as most S locos are longer than 9 inches. I have seen one converted to S scale and it is a relatively inexpensive way to have a turn table for your S scale pike.
Major, was the conversion on the HO by placing a15 inch table?

To give you an idea, I have one of the Lionel American Flyer Northern locomotives on display on two pieces of 10" track. It barely fits. In fact, I think the wheels are just at the end and another fraction of an inch they would fall off. So if you plan on running any larger steam, you probably want to go with something that is longer than 20 inches.
