Two power districts on my second level

Hi all, on my upper level I will separate my small loop into two power districts. I will use a PH180 on each one. Initially I will only be running my LC or LC+ locos. However eventually I would like to add TMCC/Legacy. Do I need to isolate all three rails between districts or can I merely isolate the center rail between the two districts? Also, if I only isolate the center rail, which district should I add the TMCC unit to, or does it matter? Anything else to consider?
