I do not see any problem using HO rail except that it is not very flexible and you will have to solder the joints for good conductivity.

In the past I have used bare copper wire for common rail power drops and for accessory power, especially rows of houses or street lights.  I tap a nail into the underside for my bench work and string the wire like a telephone line, looping it around the nail shank.  The bare copper is flexible, solders easily and has no continuity problems.  You can pick up an 80' roll on Amazon for about $13.50, which is a lot cheaper than HO track.
