After the app has been downloaded to a phone, can that phone continue to control an engine once the phone's service contract ends? In other words, can an old phone be used to control a train forever despite not being able to be used as a phone anymore?

Yes. Both Bluetooth and Wi-Fi will continue to work.

Smartphones are merely mobile computer devices with a separate data function tied to cell networks. Otherwise, it functions just like a tablet, such as an iPad, that works solely off Wi-Fi. (Yes, you can buy tablets with cellular ability, but most people don’t.)
Many folks download the app to their Wi-Fi-only tablets and operate the trains that way. There’s no reason to use cellular data at all.
I asked, because my son and two daughters have upgraded their phones many times over the years. Sometimes they trade the older phones in for newer ones. Sometimes they just throw away the old ones, despite the fact they still work. I'm going to ask them to let me have any old phones they no longer have any use for, when they decide to upgrade again.
Thanks!!!
If you don't have cellular service you will not be able to apply upgrades as they are issued.

That's not true. You would just connect the phone to WiFi. Android updates come from the phone manufacturer, not the carrier, and the app store is a Google feature. IOS is Apple.

Um, how do you think noncellular tablets and other mobile devices with spotty access to cell networks get their updates?
Cellular service is nothing more than a different method of transmitting data. So is Wi-Fi.
