I have a MTH Z-4000. I have two independent loops of track. One loop is powered by the right side of the Z-4000 and the other loop is powered by the left side. Both loops share cross each other twice using a 20 degree cross overs.
When I'm running the right loop at 14 volts, I get a voltage reading on the left side of about 1 volt but no wattage reading, and the power is off on the left side. Could there be some voltage seepage at the cross-overs?

Hard to imagine that. Take them off and measure the resistance.
My Z-4000 displays 0.1 volts on both sides with the throttles in the off position. I believe that some voltage is always present by design. What happens if you put a lighted car, such as a caboose or a passenger car on the left track? What type of track are you using?

I am using Atlas track and switches. I've tested the cross-overs and both directions seem to be insulated from each other.
I don't ssem to have any operational problems but I have noticed some passenger cars cause sparks when going through the cross-overs and their lights flicker.
check the track voltage with a volt meter, (zeroed out) and see if you get the same reading as the Z 4000 and then check the binding posts of the side that is off. Its a curiousity more than anything as it doesn't seem to affect operation.
