I have forgotten the name of a scenic material I am using. It is a white, hydrocal like material with some oatmeal-like texture fiber in it. I think it claims to be re-shapeable merely by adding more water. It is not offered by Scenic Express or Woodland Scenics. Sold on another website. Used to have a York table outside of Train World's location.Name is is something like "fiber-Fill, Fiber-Form" etc. Thank you for thinking this through with me.

Also sounds like Sculptamold.
You can't reshape Sculptamold after it's cured. As long as you use acrylic paint to tint it, Fusion Fiber can be rehydrated and used again. Just spraying it with water will allow adding more ground cover without adding glue.
